Will have to

"This is ridiculous! Swansea 5 Palace 4. Chelsea v Spurs will have to one hell of a game to knock this off the top of the MOTD running order." (Gary Lineker on Twitter.)

It seems to me that the verb phrase "will have to" is somehow truncated and lacking in a follow-up in the text above. So, my question is: should that phrase be followed by the infinitive "to play"?
