Will have these mailed?

Hi!
I want to know why this sentence was written like that?
I mean why a native speaker would put the below sentence?
-I will have these mailed to you with a prepaid return envelope.
Does this mean he will get someone else to mail something to me with a return envelope?
Or If he himself will mail it?
Why didn't he simply write-I will mail these to you with a return envelope?
