Will have PP

Hello...
,
Recently, from this Forum, I happened to find out that “will have PP” can be used to express “Past events”, as in “They’ll have impounded it.”
,
But I also happened to find out that someone who claims that he immigrated to an English speaking country at a very young age didn’t know that.
,
Then, I came to wonder...
Is that something not much used?
Or, is it simply that that someone didn’t know what he should know?
,
I am wondering...
