will have finished or would finish

Eric's friends, Minoru and Sachiko, will be here at seven this evening.
He ( ) doing his homework by then.

1. has been finished
2. has finished
3. will have finished
4. would finish

(Japanese national exam, 2013)

The correct answer is 3. But I cannot understand the reason why 4 is wrong.
Someone please teach me this. Thanks.

Because the 'by then' requires either a perfect or a progressive form after the auxiliary. In any case, there is no justification in that context for 'would', even with a perfect or progressive form of the infinitive
