If I started to study English two years ago (2004):

Which sentence is correct, or both are correct?

(a) By 2008, I will have been studying English for four years. OR,

(b) By 2008, I will have studied English for four years.

Does (a) imply that I may continue my English studies after 2008, and (b) imply that I will stop after 2008?

Both are correct, and I, personally, feel no strong implication of any kind regarding continuing or stopping, though there may be some weak implications along the lines you suggest.
