Will be or would be

Which is correct? My answer is (b). I am a bit confused with "will be" and "would be".

a) Dr. X's assistant says the cost of photocopying the medical records will be $20 plus $0.20 per page.

b) Dr. X's assistant says the cost of photocopying the medical records would be $20 plus $0.20 per page.

It's not worth getting the medical records copied. Dr. X's assistant says the cost of photocopying the medical records would be

From what I know, "will" and "would" in most cases have the different usages, so we are hardly confused about them. However, when they're used to indicate the capability to happen, "would" is not as certain as "will". I think.
Can anybody confirm my point?
