"Will be ...ED" and "would be ...ED"

hello there..

"will be terminatED"
My questions are
- under which situation should we use " will be ..ED"?? (things going to happen in the future)
- some people use "would be ..ED", under which circumstances??

- Whenever it's a " WILL BE" or "WOULD BE", the verb must be in past tenses, true??
(if false, why??)
