Will apply

I will call on the emergency phone number for help and in the meanwhile I should put a cloth over the wound, apply pressure, and elevate their foot.

Do I need 'will' before 'apply' and 'and elevate'?

You don't need to constantly add 'will' when you're essentially creating a list. That said, I feel a couple of minor changes would make it sound more natural. I'd use 'meantime' rather than 'meanwhile' and 'shall' or 'will' for 'should' as you're talking about what WILL happen (future tense) rather than explaining conditional events.
