It sounds as if it might have been a jocular formation by the author of the book. I've never heard it in BrE; though of course there's no reason why it shouldn't exist.
But if it does exist, I would expect it to mean "someone who makes a special effort to detect wig-wearers", rather than simply being able to detect them.
