Why “wouldn't have been allowed"

I'm wondering why Ewan McGregor says wouldn't have been allowed instead of simply saying wouldn't be allowed in this video clip:

1:21min to 1:25min.

Thanks He's talking about films he made in the past. He says (presumably because of the subject matter) that children wouldn't have been allowed to watch those films (at that time in the past when those films first came out).
