Why would she "has" to lie? or "have" to lie?

Which is the correct question among the below two?

Answer: She told me that you were the organizer. (she probably lied)

Question: (I ask myself)
1. Why would she has to lie?
2. Why would she have to lie?

Part of my instinct tells me "Why would she have to lie?" is the correct usage, other part tells me "Why would she has to lie?" is the correct usage. Emotion: headbang

The confusion comes from the possessive (I believe thats what it's called) form where you have question and answer like Answer: Yes, She has a car.
Question: Does she have a car?
