Why would it matter?

Tow police officers are talking about a corpse they just found.
A: did you take the internal temperature?
B: with this degree of decomp, why would it matter?

I can figure the exact meaning and function the word would here? Would you please help? does it mean polite?

I say Two thousand AND eight.
I say a hundred AND twenty seven degrees

Some people omit the 'and's'.
