Why waste money on clothes? (do you X)

1. Why waste money on clothes you don't need?

It seems 'do you' is omitted which I don't understand.

Q1) Is 'do you' omitted because of 'you don't'? or just simply because of conversation English?

Q2) Do you also say 'Why waste money on clothes'?

Ah, I got what you mean.

Even though it has a question mark, it does not necessarily ask a listener's answer, does it? becuase it's rhetorical.

So, if I say Why do you waste money on clothes you don't need?, then, this is no longer a rhetorical question but a listener is asked to answer, isn't he?
