Why verb

I see very often the phrase "Why buy..."
How come this to be correct? Shouldn't "Why to buy..." be the right form?

Why not work in a restaurant instead of a convenience store?

My doubt is why using "to" isn't the common form.

It is not even correct grammar in that kind of sentence. In other structures it is fine:

Why to buy a new product is seldom a dilemma for impulse shoppers.
