Why use “could have” here?

In all England, I do not believe that I could have fixed on a situation so completely removed from the stir of society. (Wuthering Heights)

Hi. Could you please tell me why “could have” is used here? “Could have” refers to an unrealized ability/possibility, but here the speaker did actually find such a place.

that I could have fixed = that it would have been possible for me to fix I don't think it would have been possible for me to select another location that was more remote than this one (if that had been my goal). ~ This location is as remote as it is possible to be (in England). CJ

I don't think it would have been possible for me to select another location that was more remote than this one (if that had been my goal). ~ This location is as remote as it is possible to be (in England).
