Why use commas here?

Hi. Could you please answer some questions on comma use? Sorry for not providing a full sentence for for no. 1. (I feel the part of the sentence that is given is long enough to answer my question.)

1. Why is it correct to use a comma after the word "Pentecost"?

As we have seen, the feasts of the spring months, Passover and Unleavened Bread, Firstfruits, and Pentecost, were historically fulfilled ... -- I think/feel no comma might be correct, too, since what we seem to have here is multiple subjects.

2. Could we put a comma between the word "Chicago" and the word "that"? I feel if we put a comma after the word "Chicago," we need to change the word "that" to "which."

He works as a foreman for XXX, a construction company based in Chicago that builds homes and apartments.

3. In a thread named "It can be interpreted as that I love her; is this correct?" by zazzex, Mr. M wrote this sentence in his response. Why is it correct to use a comma here? I feel what comes after the word "it" is essential or restrictive to the meaning of the sentence. I must say I seem to encounter a lot of cases where what seems to be a restrictive phrase or clause is being preceded by a comma. Can you help me to understand the reason (if there is one)? Also, I don't think when you use a person's sentence to ask a question, you are required to indicate whose sentence that is, but I was not sure on that and that is why I have indicate the sentence below is Mr. M's.

I would certainly find a different way of expressing it, with both verbs!
