Why use "between" and "for"

We have an agreement between us two not to criticise each other.

Harry bought the flowers for Peggy for (why can't I use "at"?) her birthday.

Columbus discovered America before 1500 (but I answered "in" because I'm not good at world History and have no clue and I thought it was discovered in 1500 BC or AD or whatever.)
