Why two prepositions in this sentence?

I just read this sentence on a BBC's article: "Many people live in on the outskirts in 'sleeper' cities."

Why is there the preposition 'in'? Wouldn't be correct to say: "Many people live on the outskirts in 'sleeper' cities"?
