Why there is "to" after "contain?

THERE are some people in the world so mischievous as not to read a work without applying the vicious or ridiculous characters it may happen to contain to eminent or popular individuals.

Should the writer to start a new sentence after "characters"?

I have never seen the phase "contain to". Does it mean contain? Can it leave off "to"?

It's not "contain to." As CJ explained, it's "applying (something) to (something)".

In this case, it's applying (the vicious or ridiculous characters it may happen to contain) to (eminent or popular individuals).
