Why there is no "to" in this sentence?

When I read an article in the website of Voice Of America(VOA), I noticed one sentence in that article, which is :

"All I want to do is see that every man has a fair deal."

But I think this sentence should has a "to" inserted after "All I want to do is", that's the sentence should be :

"All I want to do is to see that every man has a fair deal."

Why in that article, it does not use "to" in the place where I pointed out??

This is a common usaqe. The "to" is optional. In many cases the infinitive marker is omitted. I don't think there's a rule. You just have to learn which patterns require it. It usually depends on the verb.

If you skip the "do," the "to" becomes mandatory: All I want is to see that every man has a fair deal.
