why there is no a or the?

I read this phrase on a title of a news, but I noticed that "a" or "the" (in here 'the') was not used before "sex". Would you please explain the reason?

"Italy’s parliament backs Berlusconi in sex scandal"

I just was insure about places that number is important.
e.g. When we want to stress on doing something we would use do or did . e.g. Mom! I did clean up my room, yesterday!
I guessed perhaps in those places, just like the last example, it is preferred to use articles, and we can change common rule.
