Why the helping verb is missing?

When saying "Apple launching the iRadio service this fall", why there's no "is"?
Is it the art of abbreviation?

Is "surprise" an adjective in your sentence? If yes, is it a form of abbreviation, instead of saying "in a surprising action"?
Or it's a noun?
