why "a" and not "the"?

Please take a look at the following one full and one partial sentences and tell me why the writer used the article "a" in those places.

How many summits have ever been held? More than one? Yes. So "a" is needed. If you have already been discussion a specific summit, THEN you could use "the" becuase the reader already knows which one you mean.
