Why present tense?

Why is the "except" here in present tense?
"He used no device excepting the one invented by his brother."
I found this usage of adverb extremely weird to me,
isn't it usually "used no other device than.." or "no device except the..."?

Excepting is not in the present tense. It's a preposition like except but not used as much. This definition is from the Random House Unabridged Dictionary: ex·cept·ing , prep.
