Why present perfect?

Hi. Should you use a present perfect tense for the underlined part? Why? Do they all show relevance to the present?

He has visited Japan numerous time. He has published numerous books. He was a consultant to the president.

Hi. Thank you. Can't we say the following first two example sentences I gave?

My example sentences:

He has visited Japan numerous time. He has published numerous books. He was a consultant to the president.

I realize the word "time" should have been written "times."

He has visited numerous times. -- Doesn't his times to Japan past events, that is, e

He still may visit Japan again.

He still may publish another book.

If he is dead, then "He visited" and "He published."

If you want to refer to a specific time: When he was in his 30s, he visited... and he published.

However, his period of being a consultant is now past.
