Why people talk so formal

I had someone tell me that that I was a very kind lady and it was always a pleasure to speak with me and see me.

Is that so formal that the do not want to be your friend or would they have used talk instead.

In this instance, speak and talk are interchangeable. It is a very nice sentence, a very nice compliment and it is not really all that formal. I would be flattered if someone said such kind words to me.
