why past tense

Hi, there:

The teach decided that if Brian broke a rule, she'd utilize the consequences. The first time he broke rule, his name would be put on the board.

Why is past tense of the word broke used here?

Thank you. I thought the second conditional sentences dwell in the present time frame:

What Joe is thinking right now: If he broked a rule, he would be rebuked by the teacher.

But what Anon wrote is in the past time frame, isn't it? But I must admit, it seems correct. Why?
