Why past perfect has been used in that sentence in lieu of past simple?

Sarah had climbed the Matterhorn, sailed around the world and gone on safari in Kenya by the time she turned twenty-five. She had experienced more by that age than most people do in their entire lives.

The past perfect refers to events completed before another point of time in the past.

There are two time references here:

1. Sarah has her 25th birthday.

2. Sarah climbed the Matterhorn, sailed around the world and went on safari.

The events in #2 come before #1, so past perfect is used.
