Why past perfect

Hello teacher
Why did the author use past perfect as the actions are in chronological order?
Here is the paragraph

The following year Mr Luggs had returned to Scottland and had joined with his brother again in a new band. Mr luggs stuck to drums with this band .
I would have written:
The following year Mr Luggs returned to Scottland and joined with his brother again in a new band. Mr luggs stuck to drums with this band ;

Is past perfect used here because there was long gap between the meeting of his brother and the creation of the new band , I don't think so

But I don't see any reasons to root the actions firmly in the past for the first question as the entire text is in chronological order.
