Why only 'present simple' and 'present prograssive' used in documentories but why not the past tense?

I noticed that every documentary live or recorded uses simple present and present progressive tense like single events use simple present and continuous events use progressive tense. the tense shifts from simple present to progressive and from progressive to simple but why past tense is not used.

So my question is that Why only 'present simple' and 'present progressive' used in documentaries but why not the past tense used?
