Why one is correct and the other is not?

Hi. Please tell me why the number one sentences are correct, whereas the number two sentences are not (if that is so).

1. Under the table is what looks like (to be?) two cats.

2. Under the table are what looks like (to be?) two cats.

1. He doesn't like coffee or chocolate.

2. He doesn't like coffee and chocolate.

2. Under the table are what looks like (to be?) two cats. -- Both of these sentences are acceptable.

1. He doesn't like coffee or chocolate.
2. (X) He doesn't like coffee and chocolate.--A negation normally requires 'or'; otherwise, ambiguity ensues.
