Why not use a pronoun in this sentence?

Hi, I hope you can help me.

In the first sentence from the book Animal Farm why does it say `but was too drunk´and not `but HE was too drunk´. I know I have seen this before but I cannot explain it.

Mr. Jones, of the Manor Farm, had locked the hen-houses for the night, but was too drunk to remember to shut the pop-holes.

Thank you for your help, I knew in theory why it was included or not but couldn´t put it into words.
