Why not "was"?

Hi there,

I am used to say "What I could not understand is ..." which seems to me grammatically correct .. I was thinking why not to say "What I could not understand was .." since the sentence is in the past tense and so is the sentence part after is?

why it is not wrong to say What I could not understand is ...

I was thinking of a scenario where I couldn't understand something yesterday and I still can't understand it right now as I speak. And it may even be something like an 'eternal/scientific' fact.
