Why not do vs. why don't you do.

Do the two sentences have the same meaning: Why not sleep? Why don't you sleep?
The sentence background is that I met my friend online and it was at midnight, so I wanted to ask why she stays up that late.

"Why not sleep?" and "Why don't you sleep?" are ways of suggesting that the person should sleep, or encouraging them to sleep. I think you probably mean "Why aren't you asleep?"
