why no definite article here?

"Once he signs off on the stadium plans, construction of the building will begin."
I think 'the' should be used before 'construction' because we know what construction is going to be started. That is putting up the building. If another word in gerund form were used as subject in place of 'construction', the definite article would never be needed, as far as I know, but it`s a noun with a post positional phrase that makes it specific.
I have occasionally seen that kind of noun phrase, where I feel the definite article is needed. That kind of structure seems to me like a man thin on top without a hat.
