why no article?

Why is there no article before the underlined word (if you can guess from a small phrase that is given)?

a model of above ground swimming pool

Before it, I think I saw a phrase like this:

... consider an above ground swimming pool

Correct grammar requires an article.

If the phrase is a title, note that titles do not always follow the rules of grammar.
