Why is this sentence grammatically correct?

"In no respect can he be looked upon as a good husband."

Why is "can" placed before "he"? please help

Also, wouldn't the sentence be grammatically correct if "he" was placed before "can".
In no respect he can be looked upon as a good husband.

It's termed "subject-verb inversion". (the inversion is due to the use of "no" (negation) at the beginning of your sentence)

As Nicoo said, inversion (placing the (auxiliary) verb before the subject) is used in more situations than questions.
