Why is the past perfect used here?

Tito died on May 4th, 1980. The old man had left the people, and so what was after Tito? Why is the past perfect used here? I've tried to think of it as something that happened before he died but that doesn't make any sense.

He "left" the people when he died; "The old man had left the people" is from a viewpoint after he died, probably just after.
