why is "that it be"

Dear teachers,
Can you tell me if all of following sentences are grammatically correct? If so, why the verb “be” is used here, rather than “is”
1. The essence of education is that it be religious.
2. One of the critical factors when you are designing a site is that it be easy to navigate.
3. What they urged, and frankly, what we would agree with, is that it be a balanced approach.”

I use it all the time. Each of the OP's examples is natural for me in speech and writing.

One suggestion:
" . . . . is that it should be easy to navigate."

I think the tense (modal verb in my example) would read/work better
