Why is that correct?

"And I certainly don't need someone telling on me to my mother."

I'd like to understand why the speaker used past progressive.
In my opinion this is a one-time action isn't it?

I understand it to be present progressive. ) I don't need someone (to be [constantly]) telling on me. I don't need someone (who is [constantly]) telling on me.

I understand it to be present progressive. (Someone is telling on me.)

I don't need someone (to be [constantly]) telling on me.
I don't need someone (who is [constantly]) telling on me.
I don't need someone (who might be) telling on me.


Not a one-time action.
