Why is that?

0Hi,02br
02br
00Normally, the article "the" in situations where it is shown possessiveness, 01i00the02i00 modifies the word or phrase being possessed like this (Is that true??):02br
02br
01i00based on the report of 01u00the IMF'S Independent Evaluation02u02i00 (Here, 01i00the02i00 modifies the abbreviations IMF, I think.)02br
02br
00But, the following case seems to differ, why is that?02br
02br
01i01u00the America's position02u00 on this issue02i00 (Here,01i00 the02i00 seems to modify the word "position". Is this an exception to the general ways in regard to the issue I brought out?) 0-

02br
00I made the phrase 'the America's position on this issue' up and I wrote 'America's' because I and, some others too I think, consider the word 'America' 01u00as practically same as02u00 the phrase 'the United States'. Hope that my wording of this makes sense 02br

0Your underlined part is okay - but while "America" is commonly used as a substitute for "The United States," it's not "01b00the02b00 America." 0-
