Why is Present Perfect used when talking of the past?

Hello everybody! Help me, please.

Here is a sentence:

I stood petrified as the most enormous dog I've ever seen came bounding up to me.

I doubt whether this usage is correct. I expected Past Perfect/Simple, because we are talking about the past (according to the sequence of tenses).

Why is Present Perfect used here? Thanks.

I see your point. I suppose you can think of the part in bold as a present (rather than a past) comment. In other words, that dog is still the biggest the speaker has ever seen.
