Why is literature a legitimate way of making a political comment?

This is a long shot, but I'm desperate.

Can anyone explain to me why literature is a legitimate way of making a political comment? i.e. in Orwell's Animal Farm.

What do you mean by "legitimate?"

Perhaps freedom from persecution by dictators? The freedom of the press is enjoyed only by a free society, and even then, there are repercussions for being too direct. Authors can disguise their real criticisms, jabs and political satire in seemingly innocent stories. Compare "Mary, Mary, Quite Contrary" or "Georgie Porgy pudding and pie?"

"legitimate" in the sense that the information they present is a valid way of making a political comment.

i.e. Newspapers are legitimate because of professional standards and tradition.
