Why is like that ??

Hi

What is the difference between these sentences ??

I know that they should be after TO BE and before the main verb. But I would like to know why people sometimes use the first form not the second one below.

It usually is important to...

And

It is usually important to...

Or

It completely is important

And

It is completely important
