"Why is it that he is always angry?"

"Why is it that he is always angry?"

I think that I have asked the same question once before, but I can't fine it so I need your help.

Is the structure of the sentence an it that clause like "It is true that I respect you."? So that clause is a real subject also in the example sentence or is it a different sentence from it that clause sentence? What do you think?

To me, the structure is the same.

"Why is it that he is always angry?"
"Why is it ( true ) that he is always angry?"

There is no difference in meaning between these two. The adjective "true" is just assumed in the first.
