Why is it sometimes infinitve?

Hi, both these sentences have the same structure, yet in the second one the verb needs to be infinitve...why?? Thanks very much!

I saw he pay the bill and leave

He wanted me to pay the bill and leave

Sorry, I meant to say: 1.) I saw him pay the bill and leave.
2.) He wanted me to pay the bill and leave. thanks.

I saw him pay the bill and leave. ("pay" and "leave" are bare infinitives)

He wanted me to pay the bill and leave. ("pay" and "leave" are full infinitives)

Whether you can use the bare infinitive or full infinitive of a verb depends on the verb that precedes it (in this case saw requires the bare infinite and want the full infinitive)
