Why is it qualifying used?

Hi teachers,

To date, programs have been put in place to help qualifying students with tuition fees and expenses.

Can you please tell me why "qualifying" is used instead of "qualified"?

Thanks for your help. Does it mean like students who meet the criteria wish to apply for help with tuition fees are called qualifying student? Maybe they are in the middle of waiting to become qualified after they handed in the applications. Once they are approved, they are called qualified students, and they get the grant. Is it correct?

This specific wording reads a little too much into it, in my opinion. They MAY, or MAY NOT be called "qualified students," and they MAY or MAY NOT get the grant.The exact details and terms used in
