why is it incorrect ?

Hello Teachers
When I was studying my Vocabulary book ( English Vocabulary in Use, Cambridge university press, intermediate level ) I found this: ( you have to say 'You're not allowed to smoke in that room. NOT it is not allowed to smoke in that room ) I widely hear this. I don't know why it is incorrect. can you explain please ?
