Why is it highly?

Mexico, which is a poor country, ranked very highly.

I thought it's high.

Please let me know the difference between high and highly.

Wrong. It should be ranked very high.

Usually:

Altitude: The airplanes were flying high in the sky.

Abstract uses: We think very highly of him. His assistance was highly appreciated. (= very much)
