Why is it an adjective clause?

Hi,

According to The Tongue Untied, a guide to grammar, punctuation and style, the following is noted as a subordinate clause acting as an adjective clause describing the plan. Can you tell me the reason? Could it be an adverb?

This is the plan until the captain arrives with a better one.
